Help - Windows is says it "Cannot Start Virtual Disk Manager"

Windows is lying through its teeth.

Is there a service I need to start ?

There is a very brief pop-up with the title bar "Querying Shrink Space", which then launches
The error pop-up with the title bar "VIRTUAL DISK MANAGER" and the message
"The service cannot be started, either because it is disabled or because it has no enabled devices associated with it"

Is the source of the problem :-
an error in the object "Querying Shrink Space" ?
or the absence or failure in an object called "Shrink Volume Wizard"

I can choose to EXTEND a partition and an "Extend Volume Wizard" pops-up and will implement my wishes.
I guessed there might by a "Shrink Volume Wizard" and Google found many instances.

Under Services I find that "Virtual Disk" is
Startup Type "Manual Startup", and
Status "Started"

I am using 64 bit Windows 7 Ultimate + SP1 with 8 GB RAM.

I have a primary OCZ 56 GB SSD and a Secondary Samsung 931,5 GB HDD holding 3 Primary partitions followed by 5 Secondary partitions.

I also have a 600 GB HDD which is OFFLINE to protect its RAW DATA from accidental damage - I am testing data recovery tools in my spare time.

I cannot shrink ANY partition on either Drive.

W.D.M. under "More Actions" / "Create VHD" will create a 300 MB VHD

Then "More Actions" / "All Tasks / "Initialize Disk" I select "MBR" and get 299 MB Unallocated
I right click and choose "New Simple Volume"

I am allowed 8 to 297 MB, I choose 60 MB and assign Z: instead of the suggested D:\; Format "FAT"; Quick Format
Windows is, as always, dumb and stupid and wants to format D:\
I select Z: and perform a quick format.
I find BOTH the options to Shrink and Extend are greyed out - disabled

I quick format as NTFS and the options are enabled.
I choose SHRINK and get the familiar "Windows Disk management CANNOT start Virtual Disk Manager"
I choose EXTEND and an "Extend Volume Wizard" allows up to 237 MB, I choose 100 MB
My wish is granted, it is increased to 160 MB.
Windows Explorer sees this as having a capacity of 159 MB with 148 MB Free Space.

I choose SHRINK and get the familiar "Windows Disk management CANNOT start Virtual Disk Manager"
SHRINK and EXTEND appear to be complementary actions.
The EXTEND is performed by a thing calling itself "Extend Volume Wizard"

WMI issued the ERROR
Event filter with query "SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor" AND TargetInstance.LoadPercentage > 99" could not be reactivated in namespace "//./root/CIMV2" because of error 0x80041003. Events cannot be delivered through this filter until the problem is corrected.

This ERROR seems to have been logged at system Boot-Up ever since Windows was installed on my SSD.

"Service Control Manager" was the source of the ERROR
The Virtual Disk service terminated unexpectedly. It has done this 1 time(s). The following corrective action will be taken in 60000 milliseconds: Restart the service.

This ERROR does not appear in previous Windows logs - perhaps it is due creating a 60 MB FAT partition that cannot be shrunk nor extended until it is changed to NTFS,
even though I have been creating and attaching and detaching VHD's for a few months.

I am fairly sure that about 10 months ago I was able to Shrink a partition on a secondary HDD from 800 GB to 780 GB with no problem.
I can restore a Macrium Image backup of C:\ that was created before shrinking the above,
but am hoping for a simple fix like starting a service that has been turned of,
of repairing SHRINK.DLL or whatever is broken.
