Need to have keyboard shortcuts to insert transliterated characters

I have applications (Word, Adobe Acrobat, Java, internet, PostgreSQL database) in which I need to display, compose and store text in transliterated devanagari (e.g., t with a dot under it, r with a dot under it, a with a long mark over it, etc.) on a new Dell XPS 8700 running 64-bit Win 7 Professional.

I have an old 32-bit HP Vista machine on which in the midst of English texts I could use special keystrokes to type the transliterated devanagari. To create the font set on the Vista machine I picked them out of a Unicode matrix. I have found on the Win 7 Forum mention of such a Unicode matrix but not a method to create a new font from them.

Note: I only need the Windows OS to display in English.

Thanks for your assistance.

No, that was my post.

I thought of making it a continuation of the other thread, but thought it was different in that I need to make a new character set.

I have the Russian Cyrillic working (русский); have a pull-down menu with EN or RU as options and the RU has a devanagari (करक) under it. Now I need to have an option to type transliterations of the devanagari. (Almost all of the Sanskrit literature printed in the West is in the transliteration of the devanagari.)

Attached is a file showing the keystrokes, etc for a special subset of the transliterated devanagari; the other characters are simply Shift and ^ together (e.g., Shift ^ a for the character a with a long mark over it; Shift ^ T for the character T with a dot under it).

Sorry, I did not notice that was your thread.

Are you trying to write Devanagari with Latin alphabet? I mean, if I simply add Devanagari keyboard I can use it on any program:

Yes, am trying to write not solely in the devanagari but in a combination of English and the transliteration.

Articles in the West (any now many in India) are written in texts having both English or German or French AND transliterated devanagari in it. Attached is such and article written both in English and transliterated devanagari.
