how do i get win 7 to recognize me as admn

this pc was bought used with win 7 already installed. i'm not sure if it was originally set up with a designated admn and a pw.
the prob is this: there have been several instances where i have wanted to delete or make a change and i got a msg to the effect that i would need admn approval to make the change. QUESTIONS
1) is there a way to designate myself as the admn of this pc ? ?
2) if so, after getting one of these "you need admn approval" messages, what do i do to tell the pc that i am the admn an i authorize the change.

any help GREATLY app
roger
