That is a dynamic link library for the Direct3D 11 Runtime. I would try to repair the file with a Windows disk check before messing around with third party repair tools. Do this...

1.) Click on the Windows orb [start button].
2.) Right click on your operating system drive [normally the "Local Disk (C) drive].
3.) Click on "Properties".
4.) Click on the "Tools" tab.
5.) In the "Error-checking" dialog box, click on "Check now."
6.) When the Check Disc dialog box appears, tick both boxes entitled "Automatically fix file system errors" and "Scan for and attempt recovery of bad sectors" and then click on "Start."
7.) It will then ask if you want to schedule a disc check next time Windows starts up. Click on the "Schedule Disc Check" button.
8.) Immediately reboot your computer, and allow the Check Disc to run before booting into Windows.

Let me know if this fixes your problem, and we'll go from there.
