Therefore I believe you installed the "new" CPU improperly somehow, or bent the pins. You said you didn't restart from scratch, I think it's time you did, carefully examining the CPU pins, reattaching all the power connectors, RAM, GPU, etc. The CPU should fall into its socket with no pressure at all.

What BIOS version do you have now?

Attachment 312174
You may have a bad motherboard. Which of the several good suggestions have you done. We still NEED to know what you've done with the BIOS and what version you have now. Jack is correct, the fan setting won't cause this problem, unless it not connected and configured properly.

Just had a thought.
The cmos jumper not installed properly for boot.

Very good thought. If it was powered on in the wrong position it could destroy the board.

Looking at the OP, I think the problem started when a HD was removed and the old HD was reinstalled.

If that's when the problem started it could be
- a static discharge damaged something
- something changed to cause a short

I would try breadboarding
There may be other articles, but this should give an idea what breadboarding is:

I know you have said you have tried everything but what I don't see is a limited setup. What I mean is this.

1. Remove all devices including mouse and keyboard (vid card as well)
2 start with 1 stick of ram, CPU, cpu power and 24 pin power plugged into the board.
3. power cord and vid cord only plugged in to machine.

This will show if those devices are talking to each other correctly. If still no signal I would hazard that the one boot did damage to an incompatable cpu.
Already done

We are kind of breadboarding... we are only hooking up the very most necessary stuff
