Do you want to open or save cp_html(96 bytes) from bing.com?

Very recently this notification started showing up when I try search anything. It's appears at the bottom of the browser in a yellow info bar. When I click cancel, it does not go away. I switched to google as search provider and even removed Bing, but the notification persists.

    What is it?

That was a link to a possible solution to your problem. Did it not work? It works for me when I click on it.

It appears even with IE 11 without add-ons.

    Method 2

Sounds like you tried method 2.
Method 1 is going to require some "malware" scanner. If you don't have it do a search and get Malwarebytes and install. It is a handy app. Another CCleaner. Spy-Bot is good also. These all have a free version. Install and run scans.
