cannot boot from cd(tried different ones).
DVD drive reads DVD normally in win 7
    get"press any key...."nothing happens
all 3 BIOS settings set to cd but boots directly to win 7
cannot choose win8 for dual booting
    Easybcd did not help.

DD I assume you are trying to do a dual boot 7 / 8? and I am thinking what media are you trying to boot from OEM or retail 8 and more importantly where did you get it from - no disrespect but if you bought it on somewhere like EBay the most likely you have a lemon.

This is how to dual boot 7 and 8.

    dual boot is secondary..
pc won't boot from all bootable media.
    boots directly into windows 7

Suggest you disconnect the hard drive mate and then try booting - if it still will not boot from the opto then maybe it is bad.

Try this so that you don't need to have a hard drive with an OS on the machine.

    BOOTABLEUBUNTU

    Makea bootable Ubuntu disk http://www.ubuntu.com/download

Setthe BIOS to boot from the optical when the machine boots it will show you ascreen with TRY or INSTALL > select TRY

Whenit is finished - it takes very little time you will get a screen like in thepic .

Openthe drive you want > User and dig down until you get to the data / settingsyou may be able to copy / paste the material you want to an external source orother installed drive doing this.

Iam not sure if it will but I have recovered tons of data etc using this methodboth on "dead" or just plain drives that you cannot get data fromusing Windows.
You do not to do everything but at least this should be bootable to that OS without the need for the hard drive.

The reason why I am keen on booting from CD is that I want to flash an image backup with Norton Ghost.
The backup image is on the HD .
So it's no use disconnecting it.
I can normally boot to windows 7
