Windows 7: Won't do a restart.

If this doesn't resolve the restart issue, then power down to unplug DISK2 to test if it is actually blocking reboots. If so move its data off to wipe with Diskpart Clean Command to clean off the boot code, repartition in Disk Mgmt.
K is a ext backup drive and should not be marked active as you say. That said I unplugged it and the comp still won't restart unless I do it with the power button.

When you press the Power button once (not hold it) does it Shut down?

How about the Shut Down button in Start Menu?

Yes they both work fine. If I hit Restart in the start menu it will shut down my screen and programs but the comp will sit there with the power light still on and the fans running. Then I have to hold the power button to get it to Shut down completely. Then I have to push the power button again to get it to start. It' a minor inconvenience but I would like to try and fix it. Thanks for your time and efforts on this.

Have you tried running a startup repair?
Do you have Windows updates set to Automatic?

OK --I did a startup repair and set Updates to Auto -- it was set to notify me before installing. There was nothing wrong in startup and nothing has changed -- it still won't restart. It did restart for the Win7 disc when it was asked to.

I've had to reinstall before with
This problem.

Try resetting BIOS to defaults after taking note of SATA setting. Should be AHCI.

Do you have a spare HD to do a test install with others unplugged?
