Strange mini windows appear above the windows taskbar

my windows recently malfunction ... couple of nights ago it fell .. and then my wd portable stopped working, keeps asking for password and also when enter password nothing happens, although i noticed something strange .... the portable hdd makes a clock like sound ... which is weird and most weird is my touch pad clicks not work all the time .. sometimes i have to press 4/5 times to make it work and also there is this issue with minimizing windows ... its shows up like this ...

I need advise as it how to fix the above issues, thanks for reading ..

Click on the expand window button at upper left of the little popup hidden behind your taskbar so we can see it. If that doesn't work try to drag it upward.

Move the data off your external to wipe it of all the crapware and its code using Disk - Clean and Clean All with Diskpart Command, then repartition in Disk Mgmt as you please.

You can also go over your install most thoroughly and learn much more about troubleshooting by working through the Troubleshooting Steps for Windows 7

Mini Pop Up screen on taskbar
When I used to slide my mouse over the "e" for my internet explorer, it would show me a mini screen of what I was viewing. Now it shows a rectangular text box only telling me what is in it. What happened to that mini screen? How do I get it back? I loved that thing!
