Should I concern myself with this look in my bar?

I've disabled some networking services in the windows services and I think this may have caused this:

When I try and open network and sharing center it doesn't load. Which I know is because I disabled some service that is responsible for this.

But my only goal is to increase windows start up time and windows preformance by disabling a load of services that are running in the background all the time.

This sucks about windows it should only load the service when it is needed not on startup or after all the time.

Or am I not understanding how Windows works?

That yellow indicator in the Internet Access indicator means you don't have any Internet access.

Are you able to re-enable the settings that you disabled, if not, try Right Click the Flag on the Task Bar & select Open Action Centre. One of the options shown when it opens will be Recovery, this will hopefully have a past version, that may be before you made the alterations.
It is best not fiddle around with Windows 7 trying to improve things, as you often end up with problems like yours or a totally unusable operation system.

If a service doesn't load at startup, how does it know when to run?
I suspect you've tweaked you network adapter out od usefulness and you need to reenable all network adapter related services.
