can i empty MuiCache ,is it safe?

hi

can i empty this keys HKEY_CURRENT_USER\Software\Classes\Local Settings\Software\Microsoft\Windows\Shell\MuiCache?

i mean i don't want to delete MuiCache but the keys inside

i delete an application key with MUICacheView.exe , K:\RadioSure\RadioSure.exe
i start it again , after i deleted the key , but windows 7 didn't recreate the key
why?
