If you have a faulty windows 7, which I assume means there are some problems, then a reinstall of Windows may have no effect on the problem; it may very well survive the installation and be the same as before. Posting the symptoms could help determine if a nondestructive reinstall will work.

See the following article for details and information on a nondestructive-reinstall:

If your Win 7 installation has some problems then a reinstall will format your hard drive and erase everything. It will give you a clean installation. You will have to reinstall your programs. If your Documents are on the same partition (C: drive) then they will be erased also. If they are on D drive, they will not be touched. Here is a tutorial on a Clean Install Windows 7

It is not necessary to buy another copy of Win7 since you own Starter version on that PC for its life and are entitled to reinstall it as often as you want.

Simply download the latest official installation media for Win7 Home Premium x86 SP1 English Official ISO download, run the eicfg removal tool to unlock all versions, burn to disk using ImgBurn 2.5.7.0 - FileHippo.com at 4x speed or write to bootable flash stick using UltraISO Software To Create Bootable USB Flash Drive. Then boot the disk or stick, select Starter version during the reinstall.

Everything else needed to get and keep a perfect Clean Reinstall - Factory OEM Windows 7 is here in the blue link. It compiles everything that must be backed up from the old install, how to do the install itself, and how to set it up including the tools, methods and optimizations which have worked best in ten of thousands of installs we've directly helped with here.

Tap the F8 key or Use the disk I provided above to boot into System Recovery Options to run Startup Repair a few times. What does it report?

Can you remember what might have caused the failure? If unsure and you want to try everything possible to start it use the Failure to Start tutorial under picture below. At any time you can skip to rescuing your files and reinstalling using the Win7 disk.

I'd strongly consider doing a Clean Reinstall - Factory OEM Windows 7 if one hasn't been done on the PC yet. This is a vastly superior install to the factory bloatware so that you can experience Win7 in its native perfect state without the crapware and duplicate utilities which interfere with better versions built into the OS.

If you stick with the steps, tools and methods in the the blue link tutorial above you'll get and keep a perfect install for as long as you do.

    @ Sir George

Why would you think this ?

If the notebook ran perfectly when it was bought, then it will run perfectly again if windows is re installed, correct ?

    Barring any hardware issues.
