Did you follow the recommended Step 12 from Troubleshooting Steps for Windows 7 to determine which process is running up your CPU? This was more important than testing your HD.

Is it normal for an 1080p video on google chrome to eat up 55% of the cpu? >_>

You confirmed in Resource Monitor that it's Chrome that is using this amount of CPU?

Try using another browser to compare.

Internet explorer takes 30% CPU for a 1080p and chrome takes 50%. It might be addons that slow it down.

EDIT: They are not the problem, disabled them and there was no change.

Confirm that your system is clean by installing and running full scans with Malwarebytes
and SUPERAntiSpyware. Decline free trial during install to use only as on-demand scanners.

Now run SFC /SCANNOW Command.

Uninstall your AV to replace with Microsoft Security Essentials to check the difference for awhile.

Establish a Clean Boot by typing "msconfig" in Start Search box, on Startup and Services tab uncheck everything except your AV. On Services tab first check box to "Hide all MS Services." Save changes and reboot.

Now check difference with browsers. Install Firefox and compare it.

If this doesn't help enough, then complete Step 12 in Troubleshooting Steps for Windows 7

My search box does not work, my OS is in hebrew. Is there an alternative way to reach to this msconfig?
