Windows 7: Comment for program do not display on mouse over in the Start Menu

Thanks everyone for all your suggestions. I have tried this feature on four different Windows 7 64-bit machines and none of the machines had this feature.

I think that it is either a bug in Windows 7 64-bit or all four computers I tested are broken (which I seriously doubt!). Or, maybe the Windows documents are incorrect?

In any case, this feature simply does not work...

I have W7 Ultimate SP1 (64 bit) installed.

On my PC, the tooltips sometimes refuse to appear.
What normally fixes it for me, is to click on any other file and then hover the mouse pointer over the file I'm interested in.

It's like Windows is confused about which open window is actually the active one.
Then again, maybe I'm the one who is confused.

Display Favorites as a link not a menu in Start Menu
I think the only thing that will work here is a registry hack. By default if you set the start menu properties to display "favorites" it does so by a menu. It does not give you a choice to display this as a link or a menu like it does for other folders. Is there a way to fix this?

Start Menu All programs does not display any Icons
Start Menu All programs does not display any Icons, its just blank which of course leaves the system somewhat crippled. Does the same thing from the Administrators account as well.
