sfc   /SCANNOW   /OFFBOOTDIR=d:\   /OFFWINDIR=d:\Windows
I added extra spaces for readablility. You entered that command with spaces?

Please post this file D:\Windows\winsxs\pending.xml
You can copy it to usb stick and post from healthy machine.

Dir d: \users returns a list of files that I recognize from windows, which would mean that's the correct drive, right?

I attached a picture of the command I'm entering. I think I did it right, but maybe not.

It'll take me a little while to get to a healthy machine, but I'll post that as soon as I can.

Edit: I changed the image. Now it also includes the dism line in case I'm doing that wrong.

move   pending.xml   D:\
move   reboot.xml   D:\
both files moved to D:\ succesfully? After that perform a "startup repair" and post results

Both files moved over successfully, start up repair detected no problems, but still stuck in the reboot loop.

Startup repair did detect problems in an earlier state! This is great.

SFC works as expected? Any repairs? Run it again... all fixed?

Please tell me exactly when it reboots, and why? And blue screen?
Try advanced boot options->Advanced Boot Options
then "disable automatic reboot on system failure"

Disable Automatic Restart on System Failure
Prevents Windows 7 from automatically restarting if an error causes Windows 7 to fail. Choose this option only if Windows 7 is stuck in a loop where Windows 7 fails, attempts to restart, and fails again repeatedly.

I have not disabled it yet. I'll do that now.

Sfc just finished with error "windows resource protection center found corrupt files but was unable to fix some of them"
