Administrative tools

Hello to all,

In this path "Control Panel\All Control Panel Items\Administrative Tools" and in the Administrative Tools folder, there are some items, such as, Services. How can I be familiar with them? When should I use them? I want to completely understand them and their works. How to obtain the goal please?
