If you are trying to repair then disinfecting is only the first step and you should use two of the bootable disks if it won't run 'Malwarebytes in Safe Mode or until it will.

Then complete the other steps using the Win7 disk or skip to the reinstall which is done from boot disk so there would be no such error.

Stick with only the tools and methods in Clean Reinstall OEM tutorial and it will remain a perfect install for as long as you do.

Window 7 stuck in startup repair

If it is any consolation, my main PC could not be booted into Windows and seemed to go round in a loop when trying the repair using the Windows 7 disk. This was around July 19. Neither Iolo Drive Medic nor Norton bootable disks worked so ended up reinstalling. Then about 4 days ago my backup PC with Vista, did exactly the same. Ended up formatting the backup PC C drive and reinstalling Vista. Scans with Malware bytes and Norton Power Eraser found nothing on my main PC. I reckon it was an update that corrupted one of the essential Windows startup files. But what a waste of time!

No one of the millions who use the tools and methods in Clean Reinstall - Factory OEM Windows 7 has reported any such mystery maladies. These steps compile everything that works best with Win7, which do not include the two tools you mentioned, for example. Worth a try to see if it works for you, too. The steps work for retail as well as OEM 7.
