Startup repair loop cannot get into safe mode

I have a dell 9300 its older (2005) but has worked fine until yesterday. Nothing new added to it. Running windows 7. Dont have disc. Anyway my wife turned it on, it went to startup repair and restarts itself periodically. I have tried to use F8 on startup but it will not do anything just returns to Startup checking for problems then restarts again after a few minutes.

How did you install Windows 7?
Did you use a disc, thumb drive ect?
Where did you get Windows 7 from?

    Is your system restored?
Can you boot into your computer?

    Repair action Sytem Restore
Result completed successfully error code 0x0
    I do not understand this.

System volume on disk is corrupt
repair action: File system repair (chkdsk)
Result: Completed succeddfully. Error code = 0x0
    Time Taken = 76547 ms
    That is one quick chkdsk
