I've used these discs before on this computer when I was running Vista. I am trying to convert and mp4 and burn it to dvd. But I am getting these messages while a blank disc is already inserted

What happens if you use the DVD in drive D:? Does it work? == Just a shot in the dark, are you putting the DVD in drive D: and not drive E: when the prompt comes up?

You could try this
Prior to SP1 I had a problem with drag & drop to a CD/DVD. This sorted it.
An update is available for the UDF file system driver (Udfs.sys) for Windows 7 and Windows Server 2008 R2
(see issue 3)

I have been there and done that. I solved my short memory problem by renaming the drives by adding the word Top and Bottom.

Don't know if this would work, but I would remove/unplug the drive then go in device manager and uninstall it. Then reboot, shut down again and reconnect the drive. Start up and it should see it as a new device and install the driver for it. Maybe?
