Cannot Open File...The system cannot find the path specified

Hello, could somebody please help me?

So background story here: I have a SSD for boot and applications, and a HDD for storage. I recently changed my "Location" for Pictures, Movies, Documents, and also Downloads. I changed the "Locations" to my 1TB HDD. I did not make a junction, I just created a letter drive for my HDD. I am now trying to solve two problems here now, as this one just developed....

Cannot open file "C:\Users\Username~1\AppData\Local\Temp\7zOAA82.tmp\resource\background\BG.png".The system cannot find the path specified.

The file I am trying to download is the ASUS BIOS Updater. The reason for this is because I am attempting to figure out why my games are smooth as butter, but video playback on Youtube and even my home made videos are choppy on VLC, and I read that updating the BIOS may be a solution. But that is not why I am here, however, if you can also help me with that, I would greatly appreciate it.

1.) Could you help me with this path specified nonsense? Did I mess anything up?
2.) I just completed my PC build yesterday, I don't mind doing a massive wipe to start from scratch to fix this.

Computer Specs if you must see:
    Intel i7 4770k CPU
    Nvidia EVGA Geforce GTX770
    ASUS Z87-A Motherboard
    G-Skill Ripjaws 2x4 RAM
    Samsung 840 EVO 250GB SSD
Western Digital Caviar Blue 1TB HDD

If anyone could help me and possibly chat with me, I can use AIM.

I seriously doubt you bios is the problem with watching YouTube.
I recommend leaving your bios alone.

I don't use VLC but that would be the first place I would look for the problems.

The "Username~1" looks like the HD is using 8.3 filenames. If you click down the folder chain in Explorer what happens?
