The Windows USB Tool will not make a UEFI bootable USB drive.

Using a USB Pendrive on a PC with a uEFI BIOS.
USB Pendrive need to be formated to FAT32 as in
UEFI Bootable USB Flash Drive - Create in Windows
Take note of Step 11 for Windows 7.
Also you will need to use a USB 2.0 port, as there are no USB 3.0 drivers in Windows 7.

And that step 11 is to create uefi bootable device manually, i assume, that tool rufus works good too ?

Use Rufus from Option One of UEFI Bootable USB Flash Drive - Create in Windows which automates the file edit and always works.

Then report back the BIOS settings choices for UEFI, CSM, Legacy BIOS, Secure Boot and BIOS Boot Priority choices.

You may also need to reset the BIOS to defaults before doing this. Is there more than one reset choice?

Okay so i just re-installed windows, using the Microsoft Usb Tool.

Smooth no problems...

So, i tried that rufus tool, and made win 8.1 installation uefi usb flash, and it worked - booted and installed successfully.

The difference is that the Rufus tool works best for UEFI since it automates a file edit that is easily messed up when done manually.

For Legacy BIOS one can use the MS tool.
