Can I change my icons so they are all huge?

Rather hard for me to explain my issue so please use this link to see it, some icons are small and some are huge. I want all of them to be huge, how do I do that? Also I could swear to god that the octopus was huge once and suddenly became small again for some reason >.>

    Change View

In the top left corner of your picture, below the Search box, there are 3 icons.

The icon with the little arrow has a list of display options.

Are these icons made as a result of running an icon extractor? How are you trying to use them?

Icons are a special type of file. An icon file (.ico) will normally contain "pages" and each page will contain a different sized icon. When an icon is displayed, the image shown will be the default first page. This is how various programs (and the OS) can show the same image in different sizes and is controlled by the program through its options. Some programs have only one icon page so there's no option to display different sizes.

If your icons have multiple pages, you can extract the individual pages as a separate icon if all you want is the largest one available. If you're trying to reorder the pages in the file so that the default is larger, this can get more involved. So we need to know more about how you want the icon to be used.

These are steam games shortcuts, upon downloading a game a shortcut will appear on your desktop.

Right click the shortcut, select Properties then click on Change Icon and see if there's any choices.

Rightclick on your desktop, click view, click large icons.

The icon size has to exist before it can be used. Those that don't have a 256x256 icon page won't display the extra large icon. The best you can hope for is to choose a size that makes them relatively the same if that's what you're looking for.
