Unknown Issue on Windows 7

I am working on a Windows 7 Machine that when you login the destop background has gone black all shortcuts have disappeared. Also when going into the users profile a "Location is not available" message pops up but i can open all files not including anything that requires a certain program to open.

Hi and Welcome to SevenForums,

Has it loaded a temp profile?
Look in c:\users\

is there a folder called TEMP?

If there is then this guide should help resolve the issue - User Profile Service failed the logon. User profile cannot be loaded.
