Are you right clicking the link? What happens if you hold down the Ctrl key and click on the link as usual with left click?

    A few questions ...

You mention Tabs, is this issue confined to a particular application, a Browser for example?
Is this mouse using a standard or manufacturer's driver?
Do you have the windows "single" Click Option Set?
Are any mouse related "Accessibility" set

    Sorry for any confusion

The default mouse procedure within windows to click on an icon once to select it, then again to open or otherwise action it, there is an option that may be set to replace this with a procedure where placing the mouse cursor over an item selects it so only a single click is required, not two, this being set accidentally can give the result of an unintentional double click.

The option is set in Windows Explorer - Organise - Folder & Search Options

The accessibility options are there to help users with certain physical issues and can also lead to strange results if set by accident It's found at

Control Panel\Ease of Access\Ease of Access Center\Make the mouse easier to use.

I have seen both of these options cause issues in the past so wanted to eliminate them :)

Did you try my first suggestion: What happens if you hold down the Ctrl key and click on the link as usual with left click?

That's an alternative way to open the link in a new tab. It might tell us if the problem is with your browser or the mouse.
