You could try killing explorer.exe and then use the cmd line and see if you can delete the file.

This guide explains the process quite well - Can't Delete a File? Use Command Prompt

Well take a look at this post:

You can try PowerTool 64bit version and browse to the file and attempt to force delete it or you can right click the directory and delete that.

If it works please let us know!

Another similar powerful tool: Download PC Hunter - MajorGeeks

What are the attributes of the folder hehe?

    attrib hehe

    You can change the attributes:
    attrib -s -h hehe

Who is the owner of the folder?

The command is either rmdir or rd, not both ...

    f:
    cd \
    rd hehe /s
    or
    rmdir hehe /s
    help rmdir

    Removes (deletes) a directory.

    RMDIR [/S] [/Q] [drive:]path
    RD [/S] [/Q] [drive:]path

    /S
Removes all directories and files in the specified directory in addition to the directory itself. Used to remove a directory tree.

    /Q
Quiet mode, do not ask if ok to remove a directory tree with /S
You tried to remove a directory named /rd
