Try running System Restore from the Windows 7 installation disc.

What are the system recovery options in Windows? - Windows Help

If you do not have a Windows 7 installation DVD, or it's not up to the Service Pack level currently installed, you can download a legal copy with SP1 integrated from here:

    Windows 7 Direct Download Links

Make sure you get the same version you have, Home Premium, Pro or Ultimate and 32 or 64 bit. Note that Basic or Starter is not available.

I recommend using ImgBurn at 4X speed (or the slowest available) to create the DVD from the downloaded .iso file. Just be careful during the install not to accidentally install some of the bundled junk that comes with it. Always take The Custom Install option.

You can do this on any computer capable of burning a DVD.

YOU MUST HAVE A VALID KEY TO INSTALL THIS .ISO.
The one on the COA sticker on your computer will work.
If you are just using the Recovery Console you do not need a key.

You can also create a bootable USB Flash drive (4GB or larger) to install Windows 7 from.
    • Download and run Universal USB Installer Easy as 1 2 3
    • Select Windows 7 from the first drop down list, all the way to the bottom
    • Select the downloaded Windows 7 iso file
    • Select your USB flash drive
    • Click Create

As I stated before, I cannot restore or recover due to Startup repair not working. Please explain a bit more. I may try burning the .ISO.

Click on the above image to start the download.

You should be able to do a System Restore from the booted installation DVD.

Everything that can be done to start unbootable Win7 is here in Troubleshooting Windows 7 Failure to Boot.

You'll need access to another PC to burn some boot disks to disinfect, and a Win7 disk if you cannot access System Recovery Options via F8 key at boot.

Ok, just to clarify, if I burn this program on to a disc, I would insert the disc, be prompted to Restore, and wait? An dI need total, TOTAL confirmation that I will keep my files.

I suggest you read Troubleshooting Windows 7 Failure to Boot which explains how to rescue any files you don't have backed up already, before proceeding with repairs or reinstall.

The tutorial also includes everything possible that can be done to start Win7, including System Restore which is on the disk's System Recovery Options.

I created a Startup Repair disk. It will take me all the way to keyboard and language select and will just stop there.
