Can't associate icon with txt files

I use Editpad Lite and I can't get my Win7 starter to change the default txt icon. Editpad has a specific dialogue for changing it to the green Editpad icon. This doesn't do it.
Had no trouble setting it on other pc's.

But it is not only Editpad, the txt icon won't change regardless of what txt software I have tried. Even when associated with notepad all txt files show up as white.

I've tried resetting the icon within windows - no go! I've tried Filetypesman which is usually
    successful but not with this.

Is there a way to delete and reset something within the registry?

    Wow! that was easy.

    Thank you very much.

What makes that work when other methods don't?
