My computer freezes during start up (Before windows)

Hey Everyone. I was fixing my cousin's computer and was giving it a system restore. We restored it and when it restarted the computer it froze during start up. It is currently freezing at the same point every time I turn on the computer and need a bit of insight on how I can fix this problem. Right now it is frozen at the underscore loading screen. Any help would be appreciated. Thank you everyone

By system restore do you mean a system image restore? Did the process appear to complete ok?

I did the system restore through the start menu. Once the computer restarted this freezing began. I'm not able to even get to the start up in safe mode option because the computer freezes before I have to chance to get to that menu.

Since you can't get into safe mode I don't think you can select a different restore point. So all I can suggest is run startup repair from a system repair boot disk.
Startup Repair
Assuming the PC is Windows 7 you will need to make one on a Windows 7 PC

Reboot the PC and tap the key to Enter BIOS setup. Find Reset to Defaults, likely on the Exit tab. Save and Exit. Does this overcome the freezing? If not next do the hardware tests from Troubleshooting Steps for Windows 7 to test RAM and hard drive.

If the hardware is good and you don't have a WIn7 disk to use for repairs or possible reinstall then download the one provided in Step 6 of Troubleshooting Windows 7 Failure to Boot to burn to DVD with the tool also provided.

Boot the disk into System Recovery Options to try again to System Restore from boot which works better. If that fails and it won't start, run Startup Repair.

If that fails you can try the other steps which try everything possible to start Win7, leading up to if necessary rescuiing any files to run Factory Recovery or do the superior Clean Reinstall - Factory OEM Windows 7. Over a Million users have used the reinstall tutorial to get and keep a perfect install without a single complaint.

startup repair from a system repair boot disk. Thats what i would recommend.

Take your Windows 7 DVD. Make sure your BIOS is set to boot from CD/DVD. When it prompts you hit Enter and when you get the step by step menus there's a advanced feature and you can repair from there, try that. if its a PC from like HP sometimes there make a partition on the hard drive where it has a factory image that you can format and restore from there
