As we know that in order to make a dvd bootable, we need the boot information, for example in case of making bootable windows 7 dvd, we have to write it with etfsboot.com, in order to make it boot, now is there any other global boot loader, that can help boot any dvd with any OS on it?

Well i am aware of usb/dvd tool, however i am trying to do it manually by writing boot loader..can i make windows 7 bootable dvd using grubloader or syslinux?
Can we make a bootable windows 7 dvd without using windows PE, however using grub or syslinux?if yes, how can we achieve that?
I would like to know about Grub and syslinux in detail, if there is anyone who could possibly explain the functions of the same, please keep it as simple as possible..thanks..
