Windows 7 Reboots at windows screen

I tried adding a new stick of RAM to my computer and got a D7 error on my Asrock 770iCafe board. I then took out the new stick of RAM and put the setup back to where it was and went to restart the computer. It then got to the windows loading screen and rebooted. I tried booting from a disc and USB and it still does the same thing. I took out all the RAM and the battery on the board trying to do a full board restart and still got the same problem. The computer will load the BIOS and I can get to the BIOS directory with no problem and no restarts. I even formatted my harddrive on another computer and went to do a reinstall and after the temp files loading screen finished it rebooted.

I'm totally lost at this point on what to do.

Try unplugging the HD. Will it boot a disk or stick known to boot OK in another PC?

If so try another HD or put this HD in another PC to rescue the data and then wipe the HD of interfering code (which a format does not do) using Disk - Clean and Clean All with Diskpart Command

Well I have unhooked the hard drive and tried to boot from a USB and boot from an install disc and the same thing happened. This might not be a Windows 7 problem, I don't know. My buddy is supposed to bring another hdd for me to try but I'm not very optimistic that is going to work either. Could it be some kind of error in the Bios boot? If that was the problem wouldn't it not boot to the bios directory?

What BIOS directory? You mean Setup?

You could have shorted something if you didn't take precautions trying the RAM or pulling the battery, which could have been done safer in BIOS setup by Reset to Defaults. But the fact it boots to Setup is a good sign.

You can try Reset to Defaults. You can also try flashing the last BIOS firmware.

Then try booting stick with everything unplugged except monitor, keyboard, mouse and the flash stick installer that has just booted in another PC.

I went over that list and I've worked on the hdd while hooked to a laptop and it is now clean, but no matter what I do it reboots before I can get into anything.

I recommended to my buddy flashing the bios and luckily it can be flashed using a CD or DVD. I'll try resetting to default and once I can make a bios disk I'll try that as well. Thanks.

If a download is provided to flash the BIOS from boot media then there should be instructions to follow carefully, either on the Downloads page, in the Manual, or in the Read Me bundled with the download. I would not proceed without clear instructions to follow to the letter. You can not have a power cut or it may not be recoverable.

Well I reset to default and that didn't work. Flashing the Bios is my last chance at romance. Next step after that is throwing the computer out a window.
