error occured message : failed to save settings, config. file ???

i can hop on a computer and navigate my way around to ebay, email, random searches etc., however, when it comes to the behind the scenes "stuff" im clueless, sadly !

i have a few problems with my computer and here is the first one :

when i start up or restart my comp i get this message ( see image )

honestly i dont even know what this means but i'd like to fix whatever the problem is but not sure how to go about it, any help would be very much appreciated, thank you
