I had no problems downloading X17-59465.iso from here:

Windows 7 Direct Download Links, Official Disk Images from Digital River

I did not use any 3rd party download tools. I just let the browser handle the file.

If you ever get it to download, you might be interested in this info:
Windows 7 Universal Installation Disc - Create
I am already downloading from digital river , I got the link from clean reinstall win 7 tutorial here
A while back, most every link on that website was failing to complete. I was just testing it for you. But I'm not sure that you and I are really getting the ISO from the same Digital River server. I see traffic from
    Code:
    a96-17-202-66.deploy.akamaitechnologies.com
when I download that ISO file. You probably hit a different server.

For what it is worth, IE11 resumes on that file for me:
Download of win7 iso freeze at 99% tried 3 times not completing-ie11.png
I disconnected the LAN cable a couple of times.

I use Virtual CloneDrive to open ISO files.

I would not trust any other website to download W7 ISOs...
...not even with an MD5 hash check.
