    Endless Loop of Startup Repair

PC is a Dell Inspiron all in one running Win 7 64 bit home premium (I think). When I power it up, I get informed the last boot didn't complete and can choose between starting the Launch Repair Service or Starting Windows Normally. Choosing the repair service results in it hanging. Choosing the normal start results in a reboot and ending up where I just started.

Safe mode doesn't work. And I don't have a recovery disk or an install disk (only one of my four machines that I don't have the disk, go figure). I tried booting the last known good configuration but that just started another reboot.

I'm out of ideas. Any help would be much obliged.

You'll need the disk for repairs. It's provided in these steps which try everything possible for Troubleshooting Windows 7 Failure to Boot.
