computer freezing 0.1 - 0.2 sec

hello so my problem is my computer suddenly started freezing 0.1 - 0.2 sec everywhere even on facebook and on every game i play, its simply unplayable now, and it was not like this yesterday i've tried formatting but it didnt work out.

i have no clue what the problem is so i'd like some help

Look at my System Specs in the lower left of this post and you will get a idea of
complete is.

Are you over clocked?
How are measuring 1 or 2 tenths of a second?

Ones eyes or brain I don't think will notice 2 tenths of a second. That is why I asked how you know this figure. What are you using to do the measuring.
I personally don't know how to help someone to improve their computer experience 2 tenths of a second.

Computer keeps freezing
My computer keeps freezing about one to two minutes after I turn it on. It doesn't matter what I'm doing it freezes. It has frozen while in regualr start up, safe mode, advanced boot options. The computer is only 3 weeks old and no problems before today. Please help.
