Windows 7/8 freezing issue after being idle

Hi everyone.
I have an issue that been bothering me non stop lately. I have a custom built pc that was running windows 8.1 up until recently. After a AMD catalyst update I started having an issue that I did experience before but somehow went away. The issue is thar after being iddle for a few minutes, the pc won't respond.This usually happens when the monitor goes off after 15 minutes, when I move the mouse the pc won't work anymore even though the pc is on, it forces me to make a manual reset. I decided to install windows 7 home premium but this didn't fix the issue. As I mentioned I had this problem before but it kind of went away on its own.

Here are my basic specs (since I'm writing from my phone can't give full details)
- core i5 (2nd gen)
- asus motherboard
- 120 gb samsung ssd and 1 tb WD blue
- 16 gb RAM corsair vengeance blue
- XFX radeon hd 7970 DD

I already looked into this issue on google, I dissabled power saving on network card and hard drives, hybernation is off I only have monitor auto off after 15 minutes, I updated my BIOS to the latest version, cleaned my pc from startup programs and even dusted it on the inside. Hell I'm about to sacrifice a goat to it's name! (jk jk)

Did you try System Restore to before the change you made?

If so and it doesn't help, then uninstall the Display driver and Catalyst in Control Panel and Device Manager, reboot, enable Automatically deliver drivers via Windows Update (Step 3)
to Check For Updates, install all Important and Optional Windows Updates watching for newer drivers.

If no driver is delivered this way, import the driver only from the card's Support Downloads webpage, trying to avoid CCC.

In Power Options reset to Default.

I'm currently testing windows 8.1 again, this time I installed an older version of the AMD drivers since I found an article saying that many people is experiencing many different issues after installing the newer version (14.9), I installed 14.4 and I haven't experienced any issue so far, even my gaming performance increased.
Will continue testing today, then I'll give an update.

OK, so after a day and a half of testing, I came to the conclusion that the latest AMD drivers which are version 14.9 are defective. If you find yourself with a problem similar to mine, uninstall 14.9 and install 14.4, let's see what AMD comes with for 14.11.

These same steps have worked in the reinstall tutorial below for over a million users without a single complaint.

Oh sorry man, I really appreciate your help but when I saw your post I was already re installing windows 8.1 after a clean wipe, that's why I didn't have the chance to try it.
My particular issue is resolved, I appreciate the help you gave me and will keep the steps you showed me in case I run into another problem.
