Dual Monitor Dilemma - Taskbar on one, Icons on the other

How do I get the windows taskbar and desktop icons to appear on the primary display?

Explanation - Regardless of which external display I set as primary, the primary display shows the Windows taskbar and the other display shows all the desktop icons. While I can't move the system icons to the designated primary monitor, I can move the taskbar from the primary to the secondary monitor where the icons are.

Hardware - I have 2 identical 23" Dell S2330MX monitors connected to an HP docking station for my HP EliteBook 8730w. The display adapter is an NVIDIA Quadro FX 2700M.

History - Everything was working properly earlier this year, but I had to downsize desks for a while and disconnected the 2nd external monitor. I've changed offices and have a bigger desk, so I can once again benefit from the 2nd external monitor.

I'm running all the latest hardware and OS updates. I've also tried deleting the video/monitor drivers and letting the system add them back by autodetection.

    Hi

Have tried just switching cables on monitor itself with each other leaving the cable where it is on computer. And move Taskbar to the icons. Another work around would be move Taskbar to the icons and phisical move the monitors where you want them.
