    0x80070002 in troubleshooting and restore, 0x80004005 found in CBS

    My situation is pretty rare so I'll just quote my answers.microsoft post where it'll get more exposure here:

    I've been on a wild ride with my laptop the past several weeks. It started when I realized I've had my automatic updates off for months, so I went ahead and attempted to update it all once. Stupid decision, and it went to hell. It took my laptop a few times to boot correctly.

    From there on, many startup programs and Windows Network Diagnostics will immediately crash. I've researched a lot and thought it could be .NET updating that's messed everything up. I've run several hotfixes, sfc /scannow, System Restore, and several command line solutions that just haven't worked. Last night I was 100% sure that it was the .NET framework, so I uninstalled all .NET framework. I've been attempting to reinstall 3.5 from the Turn Windows features on or off window but it comes up with a Windows Features window saying "An error has occurred. Not all of the features were successfully changed," then a restart is prompted. Whether I restart or not I cannot install 3.5, so now I'm completely stuck without 3.5. I checked out the CBS file and tracked down the logging of the error, here. If someone could interpret that that would be fantastic. I've only found one solution to those errors which is sfc /scannow, but I've done that a few times now and nothing has changed. If someone wants me to try it again, I will.

    The critical error in the CBS.log appears to be this...
    Code:
    2014-12-10 18:46:20, Error CSI 000007c6@2014/12/10:23:46:20.495 (F) Failed in StartService for [30]"clr_optimization_v4.0.30319_32" with error code 2[gle=0x80004005]
    2014-12-10 18:46:20, Error                 CSI    000007c7 (F) 80070002 [Warning,Facility=FACILITY_NTWIN32,Code=ERROR_FILE_NOT_FOUND] #2015416# from Windows::COM::NgenOnlineServiceTickler(...)[gle=0x80070002]
    2014-12-10 18:46:20, Info CSI 000007c8 End executing advanced installer (sequence 0)
        Completion status: HRESULT_FROM_WIN32(ERROR_FILE_NOT_FOUND)
    .NET 3.5 is part of the OS - and consequently cannot be either uninstalled or reinstalled.

    Please follow the Windows Update Posting Instructions and post the requested data

    If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

    .NET 3.5 can't be uninstalled? There's an uninstall option in Programs and Features, and there's a cleaning tool for failed installations and uninstallations.

    The entry in Programs and Features (in the Features list, note, not in the Installed Programs list!) doesn't uninstall it - it merely switches it off.(and even then is only for a couple of the add-ons)
    The Cleaning tool doesn't touch the base installation of .NET 3.5 in Windows 7 - although it can sometimes repair errors.
