Multiple Issues Accessing Control Panel & Home Network

Started having problems months ago. I am sole user of my Acer laptop with Windows 7, started getting error messages on all my personal folders and Control Panel, "Cannot access..... you may not have permission to do so" something to that extent. Since I am the only user and have the only passwords, not sure who CAN access these folders. I can access the Control Panel thru the Recycle Bin, which is the only one I am allowed to open, but can't create a new profile there. Also, had a new router installed a few months ago, and the laptop doesn't access the new address and I'm not sure how to find it. Cannot access the Network information either. My own computer has shut me out. Tried Malwarebytes, but I can't download anything else from internet because I can't get on to it. Any help??

Assuming the computer you are using on this site you could go to MajorGeeks.Com - MajorGeeks and in the Antivirus/Antimalware section get Malwarebytes. The list usually includes a fairly-up-to-date Rules file to install. Install and Run both. Or use a different computer to get both, copy to a USB Thumb/Flash drive then install on yours. Avoid Registry cleaners as most are not truly helpful.

No, using my work computer to post here. I did get Malwarebytes but no help so far. Tried starting in safe mode to see if I could access the Control Panel, not letting me check network connections, getting same error message. When I run my provider's In House Agent, it tells me I'm not connected to network (which I already know) and asks if I want to connect. I hit "yes" and it starts to supposedly connect me but nothing happens. Can't even find how to connect to router. If I connect ethernet cable directly to router, will this connect me to internet? Not sure if I want to risk hooking up if computer is so screwed up, don't want to blow my entire cable/internet up.

Usually an Ethernet connection will work when Wi-Fi doesn't and it shouldn't mess anything up. Might try Start, All Programs, Accessories, Command Prompt and type ipconfig at the prompt, see if the Router is found. The Default Gateway may be the IP address for the Router [a number such as 192.168.1.1], put that in a browser Address bar and see if it opens the Router.

OK, I got the IP address for the router from another laptop, but when I typed it into the "Search Programs and files" off Start menu, I got same error message I always get. "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item."

Again, I am the ONLY one who has any contact with this laptop, so how can I not have permission to use it?
