Startup and shutdown taking a long time!

I hope that someone can offer me some help!

I have just built my new PC:

Intel Core i7 5820K @ 3.3Ghz
Gigabyte X99-Gaming 5 Motherboard
Gigabyte GTX970 GFX Card
Corsair Vengeance 16Gb RAM @ 2100Mhz
Corsair CS650M PSU
Samsung 840 EVO SSD
Steelseries Sensei [RAW]

My issue is that it takes longer to boot up and shutdown than my old PC:

AMD Phenom II x4 965 @ 3.4Ghz
Gigabyte 970A-DS3 Motherboard
XFX HD6850 GFX Card
Geil Black Dragon 8Gb RAM @ 1600Mhz
Corsair CS500 PSU
OCZ Vertex3 SSD 120Gb
Steelseries Sensei [RAW]

My old PC would not even finish the swirling flag at startup, and now it not only finishes forming the flag but also hangs around for a while afterwards.

I have checked Event Viewer and there are no errors or warnings on startup. I have also run the Windows Memory Diagnostics tool, which found no errors.

Having read many forums on the X99 chipset, people have said that there are still some issue with performance, which need to be ironed out, but having said that, a friend of mine also built exactly the same PC, bar the SSD (Kingston Hyper X), and his boots up virtually without even showing the swirling flag. So... I'm stumped and am hoping someone here can help me out a little?

As an additional comment, it seems to take a lot longer to shutdown than my old PC too.

As you can possibly imagine, having spent a sizable figure on this new PC, compared to my old one, I am a little bothered!

If anyone can help me out, I would be most grateful :)

How do you measure the term "long"? It's subjective and there can be a vast difference between what you may think and someone else thinks. With that being said, what is the time frame for your system to boot and shutdown?

There was a post recently in this forum that it took someone 15 minutes to boot their system, that certainly qualifies as a long time in my book.

Well, as I think I mentioned in my post, my old PC didn't finish creating the flag/window. In fact it only got about half way through before changing to the Logon/welcome screen. The new PC finishes creating the flag/window. As for how many seconds... Hmm, as a guess I would say the old PC took 8-10 seconds to get to the welcome screen, whereas the new PC takes 15+ seconds.

Now I know to some people that is a very small thing to be concerned about, but after spending a lot of money on this new rig, with the idea that Intel is quicker than AMD, I am disappointed that it takes longer to boot up.

As for shutdown times, my old PC would literally be immediate shutdown, whereas the new PC seems to drag its feet and takes a good 3 seconds to drop from desktop to shutdown screen.

Again, let me re-iterate, I know in the grand scheme of things this is hardly something to be concerned with, but, after being convinced by many people that Intel is better/quicker than AMD, I am amazed to find in this case, it is not...

Furthermore, all of the chipset, BIOS and hardware drivers are up-to-date. And no errors or warnings in Event Viewer.

Your times are very quick! The comparison of one system to another is never going to be an accurate measurement because there are going to be differences between the machines, no matter how subtle.

Just for the heck of it, run "msconfig" and disable all "Startup" items except for those from Microsoft. Does that improve the time factor? Whether or not there is a change, startup and shutdown have no effect on the performance as you probably already know.
