    Just check in Add and Remove Programs. You should be able to verify what net framework is installed.

    Could you also look in Device Manager and see if any problem are indicated?

    Do not mess with registry.
    MSConfig>> Startup and Disable all the Items which are not from Microsft and Intel.(even your antivirus)
    Open Task Scheduler >>>> Task scheduler libarary and delete all the Tasks.
    Now go to Programs and features and check for software names like application manager, Settings Manager and uninstall them.

    If the problem persists please reboot in safe mode.
