Can not install anything. Access Denied.

I am advanced user. Never had any problems with any Windows computers. Now I can not fix my own problem.
I can not install anything on my PC. I am allways getting errors.
For example: When I am trying to install Adobe Reader, I am getting Error 1406. Could not write value tWhiteList to key \Software\Policies\Adobe\Acrobat Reader\11.0\FeatureLockDown\cDefaultExecMenuItems.
When I am trying to install iTunes, I get error in the end (without number, just error) etc.

It makes me think, that it is not problem of software that I am installing, It is problem with Windows. I think something is wrong with permissions.

After this problem appeared, I changed Owner from SYSTEM to Administrators - no luck.
I disabled my Eset Smart Security - no luck.
I was running all setups as Administrator - no luck.
I scanned my system with Malwarebytes - nothing.
I went through many tutorials - nu luck. Mr. Google did not help.

Please, help! I am about to reinstall Windows.

    Before you reinstall
    Run a full antivirus scan
If you already have it run a scan with malwarebytes
Use the online eset online and run a scan

Update Malware and Eset of definitions and run in Safe mode.

If you are using a HDD then it maybe about to fall over.

It does sound like infection though.
