Win. Exp. Validation Error (explorer.exe crashes)

I have a fresh install of Windows 7 Exterprise, 32-bit edition and I'm getting a randomized interval occurrence of Windows Explorer has encountered a validation error of the following:

Explorer.exe
KERNELBASE.DLL
00013F62

I've attempted to Google, Bing and to search Sevenforum but I seem to be unable to find anything even similar to the issue that I am having. I have attempted repairs, multiple fresh installs, nothing works. Eventually I get a BSOD containing a 0x00000000 (yes, nothing but 0's), which I regret not recording or backing up, I'm suspecting if my chipset is incompatible but in reality I don't really know if that could be the case. The only hardware driver issues displayed is with my Linksys card, which is disabled as the result. If it helps, it is currently unusable, though disabled. When enabled, it produces a error28 as Linksys still considers it supported, but offers no realistic support for this model and its driver's don't support Windows 7. Since disabled, wouldn't any problems that would result be out of the way for this device or would it be necessary to remove the component?

Even some technical clarification would be of significant help for me. I'm a upcoming IT technician so still new but hard working and a fast learner. Does anybody have any information, ideas or suggestions to throw at me?

I just performed yet another fresh install. I feel it beneficial for myself as well as for the community if I were to make a record of everything that is happening here. Perhaps there will be no solution to this issue, however, I hope that somebody would benefit from this for the learnin'.

In addition, I think that it is important to note that this is not only a legal copy of the OS, but this is a educational copy from Microsoft DreamSpark. Keep in mind that when installing the OS, you have a choice of whichever edition of Windows 7 to install, whether it be Starter, Professional, Enterprise, you name it. The choices of the installations are vast, but all 32-bit for my purchase.

After the fresh install, everything seems to be working fine. Hardware specs will be added to this record later. Anyway, no popup errors or anything after the fresh install. I plugged in my thumb drive, booted into safe mode, installed Avast free edition, CCleaner, Defraggler, Belkin drivers provided from their Web site, Malwarebytes and SpyBot Search & Destroy. Malwarebytes and Spybot are not installed. At least not yet. I merely store the installer files on here for the moment. Each obtained from www.filehippo.com unless otherwise mentioned. Also, the Linsys card in my PCI slot is being ignored and disabled, as realistic support in neither provided or offered, though still somehow supported by Linksys.

After the installs, except for Malwarebytes, Spybot, and Avast, I rebotted. Finally installed Avast, Avast starts and I get the first error message for my trials:

Unfortunately, I failed to monitor and record the event manager immediately after the fresh install, so these issues are now being observed and recorded. I will add these events when I find the time.

When I use a Belkin USB adapter, sometimes a problem will result. It occurs only when I insert or remove the device and not to any of my storage devices. I get the following:

I simply choose Ignore Once each time this message occurs. It's best not to always ignore the issue and then not know about it or to forget it's still going on.

I am still receiving the previous error, however, when wirelessly connecting to my Linksys router's configuration while using Internet Explorer, the very same message pops up though with slight differentiation. I am on a restricted network with nothing else but a HP LaserJet 2200d printer attached directly to the router. I have not downloaded any updates or connected to the internet since this installation. Software's are kept to a bare minimal.

NOTE: I have just installed the driver's for this printer. After doing so, and uninstalling the drivers due to troubleshooting reasons, I have received the secondary error in this post.

(Resulted when navigating through router configuration in IE. Repeats itself. Specific to IE or non-Internet use is unknown.)

I forgot to mention that

NTVDM.EXE has encountered a problem and needs to close
suddenly occurred for the first time while I was navigating through the router's configuration settings. Neither the cause or the trigger is known.
