Try removing power and battery, hold power button to release residual power, then plug back in and try again.

Try resetting BIOS to defaults, then using key given on first screen to try to boot WIn7 disk, run Startup Repair. Disable Quick Boot to allow all Self-Tests and screen messages during power on.

Set hard drive first to boot in BIOS in case DVD drive is faulty and blocking HD boot.

Try running WD Diagnostics for Flash Stick by booting flash stick to diagnose hard drive.

If flash stick will boot, then try writing WIn7 ISO to flash stick to boot Win7 disk for repairs. Obtaining this media and writing to stick is discussed in Step 1 of Clean Reinstall Windows 7

Sometimes the only way to overcome such a boot loop is to remove the hard drive. If that frees up the DVD to boot then you can try another hard drive, or slave the hard drive to another PC to rescue your data and then wipe with Diskpart Clean Command to clear interfering code so that you can Clean Reinstall Windows 7 in the MSI.

All other steps possible are here for Troubleshooting Windows 7 Failure to Start
