Numerous issues after windows update and Avira quarantine

I turned on my dell latitude running Win 7 Professional 64 bit 4MB ram 500GB HD and it updated windows and my Avira anti-virus which quarantined numerous files such as "api-ms-win-downlevel-shlwapi-l1-1-0.dll". I did my best to restore these files but afterwords, many programs do not work. I tried a system restore but did not have a restore point that would fix anything. I ran malwarebytes which found a few issues that it "fixed".

My problems include:

-Can't run a repair install of windows 7 (says it can't run setup.exe file)
-Can't run several programs (0xc000007b) error.
-Can't access Services in MMC. (keep getting error "Not enough storage to complete operation").
-sfc scannow finds errors but can't fix them.
-Can't uninstall windows updates
-IE 11 won't run and I can't turn it off in windows features. Can't uninstall the IE11 update.
-Windows update diagnostics says it "couldn't identify the problem"
-I select the option to turn on Windows Updates, but it won't turn on and I can't turn on the Update service from the Task Manager.

I have the CBS.log file from the sfc scan that I have uploaded.

I don't want to do a complete format and reinstall of the OS. I appreciate any suggestions.

Your System Specs don't mention which model of the Latitude, there's quite a few [I have a Latitude D810]. Of importance is that you mention having Avira and AVG, that can be a problem as having two or more antivirus programs running at the same time causes issues, see things in a slightly different way.

My Latitude is an E6500. I forgot to mention that after Avira quarantined those necessary files, I uninstalled it and installed AVG. Avira is no longer on my machine.

What happened to the quarantined files? Did you restore them before removing Avira?

You may have to run the System File Checker (SFC) multiple times with a reboot between each run. With so many errors, it's unlikely all will be repaired with a single run.

1. Perform a clean start using Step One: Troubleshoot Application Conflicts by Performing a Clean Startup

2. Be sure to Restart or Reboot as instructed in the tutorial.

3. Run the SFC at least two more times with a reboot between after each run.

4. Upload a new CBS log.

AVG is garbage, all you need is MSE and MBAM.

Run a system restore to a date before your problems started.

If you don`t want to re install windows, you will be living with these problems

I performed a clean start per the directions in the link provided. I ran several sfc /scannow commands with a reboot between each scan. In fact, I ran 4 scans but the CBS.log file was too large and exceeded the 2MB upload limit, so I deleted the log file and ran 2 additional scans to create a new log file within the size limitation. The log file is attached. The results were the same. The message that follows the scan is "Windows resource protection found corrupt files but was unable to fix some of them".

Addram, as I noted in my OP, I do not have a restore point that fixes the problems.

Is your Windows an OEM version installed by Dell?
If you created a System Recovery Disc when you bought your PC, you can use the following tutorial to recover the system.

System Recovery Options

If you didn't create a recovery disc or the OEM recovery partition is not available, you may be able to get a disc from Dell.

Your PC may pre-date the release of Windows 7 so if you installed the OS, clear CMOS memory using the procedure in your manual and reinstall Windows.

Both Avast and Avira can be a little to assertive during their real time protections and/or scheduled scans. I've used both awhile now. I guess you tried to unQuaratine [to restore] your files before uninstalling Avira.
AddRAM, with all due respect to your knowledge base, I must disagree that AVG is garbage. For any antivirus, antimalware, etc. stuff to run successfully with a minimum of fallout, such have to well-balanced [seesaw of user-functionality & security], well-configured, mult-layered for best results.
