They use telemetry from millions who select to notify MS of problem reports, often without even realizing it. This represents millions of bytes of data feedback on bugs, glitches, drivers, and any other problems that are tracked for trends and then flagged for possible remedy.

Many power users if given the choice will turn this off because it sometimes causes a lag in internet connection. There should always be the choice during install in all but preview and beta editions where it is mandatory.
