Alternate to windows password
I've had to disable windows login password so my network connection runs after every reboot but what other program can I use that requests a password on start up?

You may not be able to accomplish that as the password would be required at each boot/restart. The problem is that most things don't start working until the login has been done.
Network connections certainly works before login, everything that runs as a service doesn't require login at all. Replacing the login by another authentication is also a security issue.
Why you can't simply leave the original password?
What kind of "connection" you're talking about exactly?
What program would you like to use before login? Or what network services you want available without login?
Generally speaking, networking works at system startup, without need to login, unless you need to launch a program. Servers are run in this fashion, without anyone logged in, so it's certainly possible.
I'm not really clear on what you are doing, but how about this (request password on boot) - SysKey - Set Startup Password to Lock or Unlock Windows
That won't do it, as the password is asked before Windows even starts, so there is on chance on using a network.
Ok, Teamviewer, now that's a different thing.
As far as I remember, when installing it gives the chance to install itself as a service (or just as a setting, I have to check this), precisely for this scenario. Have a look at the system services and make sure there is a Teamviewer service set to automatic, and that it's effectively started.
Otherwise reinstalling Teamviewer might help.
