Grey highlights on all system titles

Hello all, New here. I hope this is the right section as this is a strange one and doesn't conform to any of the other sections.

I am not sure what is going on with this and hope someone out there has an idea.

Every single tab title and system dialog is highlighted in grey text box automatically, and I can not get rid of it. It's driving me batty and It is making it very difficult to even fight the problem since I can barely see whats said below the highlighting.

Any advice? Thanks in advance for any help that you all can offer!

Windows 7 64 is the OS.

Tried, no change.
To be clear, Its not the mouse that seems to be highlighting these things, they are already highlighted whenever I open the panels. Also whenever I mouse over something with a popup, like say this sites forums posting previews, everything is highlighted there in the same manor.

Thanks for the advice tho.

It could be a recent program installation - intended or not. Go to Start / Run, type MSConfig and see what's autorunning on the startup tab. Ditto on the Services tab after you "Hide MS services".

Or you can just go to Advanced Boot Options (F8 as Windows just begins to load), select System Restore or Last Good Config and see if you can revert the machine to a time before the problem manifested.

Or you can run SFC /SCANNOW in an elevated CMD window while in Windows to try to catch some system corruption.

Turning of Task Bar Highlights
In windows 7 when i mouse over a task bar item, that item is illuminated. That's fine and dandy -- however -- when i move my mouse off of the task bar, that item stays illuminated. It's a minor annoyance, but it's still something that distracts me. Is there any way to turn it off?
