Windows 7: Is it possible to make my laptop a gaming laptop?

No, one is not compatible with the other, they each require their own specific socket. Chip-set on the motherboard will be different too. Even swapping an Intel CPU for another Intel CPU, or AMD CPU for another AMD CPU can be problematic. Pin layouts/sockets change from model to model. There are also APU's in the mix now. My desktop PC's have AMD CPU's and my laptop has an AMD APU.

It really doesn't have anything to do with Intel or AMD.
When you by low end hardware laptop that is what you get; low end.

You can't make a silk purse out of a pigs ear. If you could it would cost more than buying a silk purse.

LaybackBear is right as rain! Wifey and I purchased expensive Acers, and are still using them years later. The onboard video and onboard sound is close to if not quite within gaming quality.
...and each one has an external usb-powered cooling assembly

But I agree with everyone, laptops are not really made for gaming, they get too hot, they are meant for employees or students

It's a trade off. Buy a desktop replacement, or so called gaming laptop, and you trade portability for extra size and weight to get you the extra performance and extra cooling needed. Battery time is going to suffer too. My laptop has a 17 inch screen so its a bit of a clunker to carry around. It usually only goes as far as my back deck so no big deal for me. I have a desktop PC for gaming, but not everybody can afford to have both. That's when compromises happen. Your budget is the big limiting factor for most people.
