Rose, all that means is that you highlighted or hovered over the icon, it`s totally normal for the icon to do that.

Why is there a Skype icon on your desktop anyway, if you use it alot just pin it to the taskbar or the start menu and delete it off the desktop :)
The problem is that when you go on to select other things, etc., the "dotted rectangle" box stays on the icon. This is a very well known and long-standing bug. It is not normal.

For a "well known bug" I've never seen it so this "bug" is being caused by something third party not native to win-7.

Did you look at the picture in her 1st post ?

It`s not a dotted square around the icon, it`s the icon highlighted, and as soon as I move my mouse away from my recycle bin icon it becomes unhighlighted.

Solution, get the icons off the desktop or reinstall windows to fix the problem.

It's hard to tell if many people review the entire thread more less any other questions the op has posted in the last day or so,
This is a non issue until the computer is cleaned by malware experts,

You are wrong - it is native to Windows 7 and other versions of Windows. It is not due to a third party. Do a little research.

I doubt I'll be researching an issue I don't see happening,

As far as this question is the op has been surfing the internet Without a antivirus program for god knows how long.
