Control panel-change default icon

Love this site...has helped me with so many little tweaks...THANKS! Got an issue that may need some help,though. Tried this tutorial (Control Panel - Change Default Icon) and it worked, but only partially. Hack changed the desktop icon and icon in file explorer, but no matter what I did, I couldn't get the start menu {right side} icons to change {like image one in tutorial} when i hovered over choices. Checked and double checked everything...no joy. I finally got the start menu icons change by using classic shell, via their menu tweaks. Would still like to know why my reg changes didn't stick. All that said, I need a tutorial for doing the same procedure in windows 8.1, via the registry hack method.

Blank icon with no name in Control Panel
